Polish Prime Minister Donald Tusk announced that preliminary ceasefire talks between Ukraine, the United States, and Russia are scheduled for November 4 in Abu Dhabi, United Arab Emirates, following European consultations and a recent call to Moscow by Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre, as reported by The Guardian.

Tusk noted that European leaders assessed the conversation with “very guarded optimism” regarding progress in Abu Dhabi, while adding that Russia lost 2,500 men in a single night three or four nights ago, demonstrating the severe toll of Russia’s full-scale invasion of Ukraine.

Addressing a cabinet meeting in Warsaw, Tusk stated that the telephone call to Moscow took place following coordination with Ukrainian President Volodymyr Zelenskyy, American officials, and himself to establish working contact before potential ceasefire talks in the United Arab Emirates.

“It would be good for European politicians to have working contact, given the planned ceasefire talks that may take place in Abu Dhabi,” Tusk said, The Guardian reported.

Tusk confirmed he received advance notice of the outreach, noting that Støre assured him both Nordic leaders were prepared to assume political responsibility for the conversation and maintain the unified position of the coalition of willing states. Following the call, Stubb briefed Tusk on the discussion.

He added that the Nordic leaders informed Moscow that the security of NATO’s northern and eastern flanks is non-negotiable, according to The Guardian.

Tusk emphasized that despite the contact, European support for Ukraine remains unchanged, as does the collective stance on security architecture and guarantees for Ukraine.

He noted that no one should have illusions about what the Russian side is playing for, but he intends to maintain contact with parties who believe an agreement or at least a ceasefire before winter is possible.

On October 26, Ukraine sought to advance the scheduled Ukraine-US-Russia talks in Abu Dhabi by at least one week and advocated for European Union representation at the negotiating table, according to sources cited by Ukrainska Pravda.

Originally planned for around November 10 following the US midterm elections, the negotiations faced Russian resistance regarding European participation, while Kyiv emphasized that starting the process earlier was critical to securing infrastructure ahead of winter.

Ukrainian officials noted that initial meetings were expected to focus on establishing delegation relationships and outlining a broader post-war security architecture rather than immediate territorial bargaining.
