UK Defense Secretary John Healey Resigns Over Military Spending Row

John Healey, the United Kingdom’s Secretary of State for Defense, resigned from his position on June 11.
He announced the decision following a disagreement with the government regarding the scale of military spending. Healey formally submitted his resignation to Prime Minister Keir Starmer and shared his letter on the social media platform X, according to Babel on June 11.

The former minister stated that the government and the Treasury were not prepared to allocate the necessary funds for defense amid rising global threats. Healey had consistently pushed for an increase in defense spending to 3% of GDP by 2030.

He argued that the government’s proposed Defense Investment Plan fell short of the requirements needed to address current challenges. According to Healey, the plan delays additional support and only increases defense spending to 2.68% of GDP by 2030. He noted this is inconsistent with the Prime Minister’s own warnings that Russia might pose a threat to NATO by that year.
In his resignation letter, Healey explained his reasoning to the Prime Minister. “Explaining to you that I will not be able to agree to a deal within the DIP process that will not provide our Armed Forces with the necessary resources, I have no choice but to resign as Secretary of State for Defense,” he wrote.

During his tenure, John Healey was a vocal supporter of Ukraine following the start of Russia’s full-scale invasion of Ukraine. He consistently advocated for robust military aid to Kyiv and emphasized the importance of maintaining strong defense capabilities to deter aggression. His work focused on strengthening international alliances and providing sustained logistical and material support to the Ukrainian military to help them withstand the ongoing hostilities.
John Healey assumed the role of Secretary of State for Defense on July 5, 2024. He was appointed by Keir Starmer immediately following the Labour Party’s victory in the general election. Prior to this position, Healey served in the Treasury and held the role of Minister of State for Housing and Planning.

When asked by a journalist from The Kyiv Independent which global leader he would "kidnap" if given the opportunity, Healey replied that he would choose Vladimir Putin to ensure the Russian dictator faced justice for war crimes.
Healey emphasized that his perspective was shaped by what he witnessed on the ground during his visits to Ukraine. He specifically pointed to the atrocities he observed in Bucha, as well as the documented cases of forced deportations, as primary reasons why the Russian leadership must be held to account for their conduct during the war.
During his tenure as Defense Secretary, John Healey stated, "I want to be the Defense Secretary that oversees British forces on the ground in Ukraine, because that will be the signal that a secure and definitive peace has been traded." He argued that a secure Europe was impossible without a strong and sovereign Ukraine, framing the presence of British soldiers as a necessary guarantor of a lasting settlement.
