Ukrainian forces targeted the Kamensky Combine in Kamensk-Shakhtinsky, Rostov region, overnight on August 16, striking a military-industrial facility that manufactures solid rocket propellant for Russian Uragan, Smerch, and Tornado-S multiple launch rocket systems and other weapons.
Satellite imagery analyzed by Exilenova+ on August 17 showed that the plant had extensive defenses against drone attacks. Most of its key workshops were shielded by anti-drone netting and reinforced with earthen berms.

Despite the facility’s defensive measures, Ukrainian forces breached several layers of Russian air defenses and struck at least five separate workshops across the plant, as reported by Exilenova+.
The attack also damaged some of the air defense assets deployed to protect the facility. Satellite imagery analyzed by the OSINT project showed signs of fire at a surface-to-air missile system position, believed to be a Pantsir-S1.
Fire damage was also visible at positions housing multifunctional illumination and guidance radars associated with an S-300/400 air defense system.
General Staff confirmed the strike saying that two workshops producing explosives and gunpowder were destroyed and four others damaged.
About the Kamensky Combine
The Kamensky Combine is located approximately 10–15 kilometers (6–9 miles) from Ukraine’s internationally recognized border. According to the Ukrainian OSINT project VARTA, it is one of southern Russia’s largest chemical enterprises and manufactures a range of products linked to the country’s defense industry.
Its military-related output includes artillery ammunition, gunpowder, explosives, detonators, fuzes, primers, chemical precursors, and other components used in ammunition production. The plant also manufactures civilian chemical products, including plastics, synthetic resins, alcohols, phenols, and related compounds.

Several days earlier, Ukrainian Flamingo cruise missiles struck Russia’s Progress Rocket Space Centre in Samara, a facility that manufactures Soyuz-2 launch vehicles used to deploy Russian military satellites and support the Rassvet low-Earth-orbit communications network.
