Ukraine has approved a new long-term development concept for its Rocket Forces and Artillery, outlining plans to expand domestic weapons production, phase out aging Soviet-era systems, and develop strike capabilities capable of reaching targets up to 2,000 kilometers away.

Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi announced on June 9 that he had approved the Concept for the Development of the Rocket Forces and Artillery of the Armed Forces of Ukraine through 2030.

According to Syrskyi, the concept outlines plans to reduce dependence on foreign-supplied weapons and ammunition while expanding the role of Ukraine’s domestic defense industry.

Syrskyi identified several challenges currently affecting the effectiveness of Ukrainian artillery units, including reliance on foreign military aid, logistical difficulties caused by operating a wide range of artillery systems from different countries, limited strike ranges of some platforms, and shortages of artillery reconnaissance assets.

Under the new concept, Ukrainian-made systems are expected to become the foundation of future artillery units. Soviet-caliber weapons that can no longer be modernized or repaired will gradually be withdrawn from service, while selected modern foreign-made systems will remain in operational use.

The concept also prioritizes the development of a modern artillery reconnaissance network. According to Syrskyi, artillery remains one of the key components of battlefield operations, while reconnaissance capabilities and rapid information transfer are essential for improving effectiveness.

A separate section of the concept focuses on missile development. Ukraine plans to complete the development and launch serial production of domestically produced ballistic and cruise missiles. Combined with unmanned systems, these capabilities are expected to create a long-range strike architecture capable of engaging targets at distances of up to 2,000 km (1,243 miles).

The announcement comes as Ukraine continues expanding its domestic missile and drone programs. In recent years, Ukrainian defense manufacturers have introduced new long-range strike systems, including upgraded Neptune missiles and a growing range of indigenous attack drones.

Earlier, Ukraine’s FP-7.x missile completed its first fully guided test flight, marking a key step toward the development of the FREYJA interceptor—a Ukrainian-designed system intended to counter ballistic missile threats such as Russia’s Iskander-M. The missile is expected to serve as the foundation for a future European air defense interceptor.
