Azerbaijan Launches Investigation Into Brutal Deaths of Two Citizens in Russian Police Custody

Azerbaijan’s Prosecutor General’s Office has opened a criminal case into the alleged torture and brutal killing of two Azerbaijani citizens during police raids carried out in Yekaterinburg, Russia.

According to APA.az on July 1, citing the Prosecutor General’s press service, the incident took place on June 27 during joint operations involving Russia’s National Guard, Interior Ministry, and FSB. Azerbaijani citizens and individuals of Azerbaijani origin were detained across multiple locations in the city on suspicion of involvement in previously committed crimes.

Authorities in Baku claim the detainees were defenseless and subjected to severe beatings and torture — both during their arrest and while in custody. The assaults reportedly involved the use of blunt objects, and the victims were denied freedom of movement throughout their detention.

As a result, two brothers—60-year-old entrepreneur Huseyn Safarov and 55-year-old taxi driver Ziyaddin Safarov—were allegedly killed with extreme cruelty. Huseyn reportedly died inside a police administrative building, while Ziyaddin succumbed to injuries sustained in a law enforcement vehicle.

A forensic medical report confirmed that both men died from multiple traumatic injuries, leading to post-traumatic and hemorrhagic shock.

Additional Azerbaijani detainees were also reported to have sustained injuries during the raids. Baku has demanded accountability and launched an investigation under charges of torture and aggravated murder.

Earlier, Azerbaijani police raided the offices of the Russian state-run media outlet Sputnik Azerbaijan, amid reports that two Russian FSB  agents operating under the guise of journalists were detained during the operation.

Sputnik, part of the Russian state media holding Rossiya Segodnya (Russia Today), operates websites, live streams, radio broadcasts, and press centers in multiple countries. Its Azerbaijani branch officially ceased operations in February, but according to Qafqazinfo, it continued to function unofficially, with staff reportedly still reporting to work. The recent raid on Sputnik Azerbaijan comes amid growing tensions between Baku and Moscow.
