Putin Signs 3 Classified Decrees During Unexpected Moscow Visit by CIA Chief

Russian leader Vladimir Putin signed three classified decrees on August 25 during an unannounced visit to Moscow by US CIA Director John Ratcliffe.
Decrees numbered 608, 609, and 610 were published, covering changes to the Russian ambassador to Iraq and updates to commissions on disability and veteran affairs, as reported by The Moscow Times.

However, the last decree published on August 24 was numbered 604, which allows the state to take temporary control of assets failing to secure protection against drone strikes. Decrees numbered 605, 606, and 607 remain unpublished and classified.
During his first trip to Moscow since Russia’s full-scale invasion of Ukraine, the CIA chief held a meeting with Putin. The Russian leader cancelled an event prepared for hundreds of people to make time for the encounter, according to Kremlin pool reporter Alexander Yunashev.
Paul Richard Gallagher, the Vatican’s Secretary for Relations with States, also arrived in Moscow at the same time as Ratcliffe. Gallagher held discussions with Russian Foreign Minister Sergey Lavrov and expressed readiness to support efforts toward resolving Russia’s full-scale invasion of Ukraine.
“We are ready to offer our good offices in any way possible in the hope that such a desired peace can be achieved as soon as possible,” Gallagher said, adding that common ground was found during his meeting with Lavrov.
The main topic of the discussions has not been publicly confirmed. The Wall Street Journal reported that Ratcliffe may have delivered a warning based on US intelligence data indicating potential preparations by the Kremlin for another mobilization drive and a potential provocation directed at NATO.
