Belarus Orders Classified Ammunition From Russia’s Imperial Tula Arms Plant

Russia’s state-owned Imperial Tula Arms Plant will supply ammunition to Belarus, the Belarusian Ministry of Defense announced on May 21. The ministry described the munitions as “modern,” without disclosing further details.

The agreement was signed during the MILEX-2025 international arms and military equipment exhibition in Minsk.

The Imperial Tula Arms Plant has been under international sanctions since 2014 and is best known for producing anti-tank guided missiles (ATGMs) such as the Kornet and Konkurs-M, according to Ukrainian defense outlet Militarnyi. The outlet also noted that sanctions were later expanded after it was confirmed that the Konkurs-M missiles were being used in Russia’s war against Ukraine.

Militarnyi suggested that the Belarusian military likely signed the agreement specifically to supply these anti-tank missiles.

The Imperial Tula Arms Plant, established in 1712 by Tsar Peter the Great, is one of Russia’s oldest and most prominent weapons manufacturers. Over its history, the plant has produced a wide array of military and civilian firearms, ammunition, and weapon systems, including ATGMs, assault and sniper rifles, and shotguns.

On May 20, it was reported that Belarus has officially adopted the Volat V2 armored personnel carrier, designated MZKT-690003-021, into service with its armed forces.
