By End of 2025, Russia Aims to Build 120K KABs and 30K Shahed Drones

Russia is aiming to significantly ramp up its production of precision weapons in 2025, including tens of thousands of guided aerial bombs and attack drones, posing an increasing threat to Ukraine’s infrastructure and frontline defenses, Reuters reported on November 14.
According to Vadym Skibitskyi, Deputy Chief of Ukraine’s Military Intelligence Directorate (HUR), Russia plans to manufacture up to 120,000 guided aerial bombs (KABs) by the end of 2025. This figure includes bombs already in stock as well as those currently in production or scheduled for manufacturing.
Among them, Russia is working on at least 500 extended-range variants, capable of flying up to 200 km, and reportedly developing new modifications to reach distances of up to 400 km. These upgraded versions are believed to incorporate jet propulsion systems, giving them a longer strike radius.

Skibitskyi noted that Russian forces have been intensifying their daily use of KABs against Ukraine. While in previous months they launched an average of 170 per day, current estimates suggest this number has risen to 200–250 guided bombs daily.
“These bombs can be intercepted, but the sheer volume of Russia’s production is a serious threat—one that will require a corresponding response from our side,” Skibitskyi said in an interview with Reuters.
In addition to aerial bombs, Skibitskyi warned that Russia also plans to produce at least 70,000 long-range drones of various types in 2025. Among these, at least 30,000 are believed to be Shahed-type UAVs, based on Iranian designs.
These drones are widely used by Russia to target Ukraine’s energy grid and critical infrastructure, often in swarming formations. Skibitskyi highlighted that Russian drone strikes have evolved from launching 30 per month to deploying 30 drones at a single target — a sign of growing capacity and coordination.
“They’re clearly trying to break us. It’s meant to destabilize our internal situation,” he said.
Earlier, it was reported that in October, Russian forces significantly ramped up their use of guided aerial bombs on Ukrainian territory, dropping over 5,000 such bombs.
