Digital Ukraine: World’s First National AI Assistant Among Six New Diia Services

On August 26, First Vice Prime Minister and Minister of Digital Transformation, Mykhailo Fedorov, announced six new projects that promise to transform how Ukrainians access government services through the Diia app .

These innovations aim to save time, reduce bureaucracy, and bring state services directly to citizens’ fingertips.

AI Assistant

Ukraine is launching the world’s first national AI assistant for public services. The first offering will provide income certificates, with more services and consultations to follow. This AI assistant aims to reduce waiting times, simplify interactions with state institutions, and provide personalized guidance.

“Soon, you will be able to get consultations and state services simply by typing your request in natural language,” Fedorov said.

e-Notariat

This service allows Ukrainians to receive notary services entirely online. It will improve service quality, lower costs, and offer convenience compared to traditional in-person visits. Users can securely sign documents, verify identities, and complete notarial procedures without leaving their homes.

e-Acсise

To tackle tax losses in alcohol and tobacco, paper excise stamps will be replaced by secure electronic codes.

“Thanks to the electronic system, it will be possible to track the path of alcohol and tobacco from the producer or importer to the final consumer. The paper stamp will be replaced by an electronic one with a unique code, preventing forgery. Beta testing is already underway, and the launch is planned for 2026,” Fedorov added.

Path for the Wounded

A fully online platform for veterans, active military, and their families will simplify access to benefits and services, eliminating paperwork and multiple office visits.

“For relatives of deceased or fallen soldiers, a range of services will also be available, including recognition as a family member of a fallen soldier, one-time financial aid, social services, and more,” Fedorov said.

Basic Social Assistance

Ukraine will unify all social benefits into a single online application, a world-first approach designed to streamline support for millions of citizens. Through Diia, users can apply for multiple social programs at once, reducing bureaucracy, speeding up approvals, and ensuring assistance reaches those who need it most.

Criminal Record Certificate with Apostille

Previously only obtainable in Kyiv, this certificate will soon be ordered online and delivered to your door.

“The certificate is needed in various situations—from employment abroad to residency permits or participation in international tenders,” Fedorov stated.

Earlier, Fedorov, announced that Ukraine is set to become one of the first countries in the world to roll out SpaceX’s Starlink Direct to Cell technology, allowing users to send text messages via satellite without mobile network coverage.

Its name comes from the Ukrainian word “Дія”, meaning “action” or “initiative.” The app allows citizens and businesses to access a wide range of public services online, without visiting government offices.
