EU Braces for Potential Russian Attack by 2028, Warns Top Security Official

According to European intelligence assessments, Russia may test the European Union’s defense capabilities within the next 3-5 years.

The warning was issued by High Representative of the European Union for Foreign Affairs and Security Policy, Kaja Kallas, during the annual conference of the European Defense Agency (EDA) in Brussels on January 22.

Speaking at the event, Kallas stated: “Many of our national intelligence services indicate that Russia could challenge our readiness to defend ourselves in this timeframe.” She emphasized that Europe must bolster its defense investments to address this potential threat.

Kallas highlighted that the European Union currently lags behind in defense spending compared to Russia, with the Kremlin allocating approximately five times more resources to its military. She noted that this imbalance could send a concerning signal to Moscow. “Weakness provokes aggression,” Kallas remarked, calling for a unified and proactive approach from EU member states.

While refraining from disclosing specific intelligence details, Kallas suggested that Russia’s ongoing war provides Europe with critical time to strengthen its defenses. “There is no doubt we can do more to support Ukraine. With our assistance, they can prevail in this war,” she said.

Kallas also revealed that the EU is developing its 16th sanctions package against Russia and is exploring ways to utilize frozen Russian assets more effectively. She underscored the importance of sending a clear message to the Kremlin: “We must show Putin that he is losing and prevent him from attacking any of us.”

Despite Russia’s significant military expenditures, Kallas pointed out the EU’s economic advantage, noting that the combined economies of its member states are 17 times larger than Russia’s. However, she cautioned that this economic strength must be matched by strategic defense investments.

Kallas concluded with a call to action for European nations to reinforce their security infrastructure, ensuring readiness for any potential challenges ahead. “Putin speaks only the language of power,” she stated, urging unity and preparation among EU member states.

Earlier, European Commissioner for Defense and Space Andrius Kubilius highlighted the urgent need for a unified strategy to address Europe’s “colossal” military shortfalls, emphasizing that defending Ukraine directly contributes to Europe’s and NATO's security.

Speaking at the European Defense Agency’s conference, Kubilius warned that Russia’s ambitions extend beyond Ukraine and urged swift action to bolster defense capabilities, stating, “Every day Ukraine fights on is a day the EU and NATO can grow stronger.”
