India Reportedly Supplied Nearly Half of Russia’s Aviation Fuel Additives in 2024

According to an analysis cited by Ukrainian outlet Militarnyi on October 9, India accounted for roughly 49.6 percent of the aviation fuel-additive tonnage Russia imported in 2024, supplying approximately 2,456.36 metric tons of products with an estimated value of $13 million.
The Economic Security Council of Ukraine (ESCU), which compiled the data cited in English-language summaries and Ukrainian coverage, identified several New Delhi-based suppliers among the principal exporters.
“Russia imported at least 2,456.36 metric tons of Indian-made fuel-additive products valued at US$12,956,088.62, representing almost half of the total imported tonnage (49.58 percent),” the ESCU figure reads.

Analysts note that aviation fuel additives are used across civilian and military aviation to improve engine performance and operational characteristics. The ESCU report and subsequent articles state the additives have been applied to aircraft types that Russia has deployed in operations against Ukraine.
Indian officials and companies contacted in follow-up reporting have not admitted violations; coverage notes that exports of additives can have legitimate civilian uses. The ESCU study and media summaries also flag that the trade may expand as Russia seeks alternate supply lines while facing refinery disruptions and sanctions.
Earlier, it was reported that Indian refiners are increasing purchases of Russian crude as discounts widen, despite US tariff pressure.
