Keith Kellogg, the US special envoy for Ukraine and Russia, acknowledged that Ukraine’s Constitution prohibits elections during Russia’s war against Ukraine but emphasized the importance of holding them when possible. He made these remarks in an interview with Newsmax on February 6.

Kellogg stressed that “every democratic country has elections”, pointing out that the United States has held elections even during times of war.

“They can't right now because it's in their constitution. The Ukrainians may not be able to hold elections until hostilities cease, but at some point, they will need to. That is a sign of a healthy democracy,” Kellogg stated.

He clarified that discussions about elections do not imply that President Volodymyr Zelenskyy should step down.

“That doesn’t mean that Zelenskyy should leave. The sign of a healthy democracy is the willingness and the ability to have an election, even in the time of war. So I think that’s a healthy sign,” Kellogg said.

Previously, General Keith Kellogg clarified that he will not present a peace plan at the upcoming Munich Security Conference, contradicting earlier reports.
