Kremlin Wants Ukraine to Lift Ban on Talks With Putin to Discuss Ceasefire on Civilian Targets

Dmitry Peskov, the spokesperson for Vladimir Putin, claims that if Ukraine wants to conduct negotiations with Moscow regarding the issue of refraining from strikes on civilian infrastructure, it must take steps to “legally clear the obstacles”.
The statement was made during a briefing, RIA Novosti reported on April 22.
Peskov was likely referencing Ukraine’s official stance established in 2022, when President Volodymyr Zelenskyy signed a decree formally prohibiting negotiations with Putin following Russia’s full-scale invasion.

Despite this, the Kremlin representative reiterated that Moscow is “ready for dialogue,” citing purported discussions around a potential moratorium on strikes against civilian infrastructure as evidence of such intent.
“If the Ukrainian side is open and willing, then certain steps should be taken to legally remove these obstacles,” Peskov said. Also he stated that Putin “has repeatedly expressed readiness for dialogue.”
Earlier, Ukrainian President Volodymyr Zelenskyy has dismissed recent comments by Steve Witkoff, a special envoy for US President Donald Trump, regarding potential peace negotiations that would involve Ukraine’s territorial integrity.
