Lavrov Announces Russian Proposal for New Ceasefire Talks With Ukraine in Istanbul on June 2

The Russian Federation has proposed holding a second round of ceasefire negotiations with Ukraine in Istanbul on Monday, June 2.

The announcement was made by Russian Foreign Minister Sergey Lavrov, reported by Russian media outlet TASS on May 28.

According to Lavrov, Russia has prepared a memorandum detailing its position on what it calls “the root causes” of its full-scale war against Ukraine. He stated that a Russian delegation led by Vladimir Medinsky is ready to present the document to Ukrainian representatives and provide clarifications during the proposed talks.

Lavrov’s remarks confirm that Russia is refusing to continue negotiations in Switzerland or the Vatican, venues supported by Western partners, and has not yet submitted a formal ceasefire proposal to Ukraine.

“We expect those who are genuinely committed to peace, not just in words, to support the resumption of direct Russian-Ukrainian negotiations in Istanbul,” Lavrov said.

Ukraine has not publicly responded to the latest proposal.

Earlier, Ukrainian President Volodymyr Zelenskyy stated that Ukraine has not received any formal list of conditions from Russia for ending the war.

According to Zelenskyy, Defense Minister Rustem Umerov, who heads the Ukrainian negotiating team, has maintained contact with the Russian side.
