Macron Orders Nuclear Buildup to Secure France’s Deterrence Amid Global Instability

In a strategic shift for European security, French President Emmanuel Macron announced a planned increase in the country’s nuclear warhead count and a new policy of strategic ambiguity regarding the size of its arsenal.

Speaking at the Île Longue naval base on March 2, 2026, Macron framed the decision as a necessary response to a deteriorating international security environment.

According to reporting by Le Figaro on March 2, President Macron stated that France is modernizing its nuclear capabilities by expanding its total number of warheads. This marks a departure from previous decades of gradual reduction following the Cold War.

“My responsibility is to ensure that our deterrence retains and continues to retain its destructive power in a dangerous, changing, and unstable environment,” Macron said during his speech, as quoted by Le Figaro. “That is why I have ordered an increase in the number of nuclear warheads in our arsenal.”

In addition to the buildup, France will no longer disclose specific figures regarding its nuclear holdings. Macron noted that this lack of transparency is intended to curb external speculation and bolster the credibility of the French deterrent.

“To be free, one must be respected, and to be respected, one must be strong,” the President remarked, according to Le Figaro. “The increase in our arsenal is proof of this.”

As part of this long-term strategy, Macron also detailed the future of France’s sea-based deterrence. He announced that the next generation of French nuclear-powered ballistic missile submarines (SSBNs) will include a vessel named Invincible. The submarine is scheduled to enter active service in 2036.

Currently, France and the United Kingdom are the only European nations possessing sovereign nuclear weapons. Estimates suggest their combined arsenal totals approximately 400 warheads, compared to the 1,670 deployed by the United States.

Earlier, German Chancellor Friedrich Merz said at the Munich Security Conference that Berlin had begun preliminary talks with French President Emmanuel Macron on developing a joint European nuclear deterrence framework integrated within NATO structures. Merz stressed that the initiative would strengthen a self-sufficient European pillar inside the Alliance rather than replace NATO’s existing nuclear architecture, and would remain aligned with the Alliance’s nuclear sharing system.
