NABU and SAP Support Zelenskyy's Initiative for New Bill Guaranteeing Independence of Anti-Corruption Bodies

The National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) have expressed their readiness to engage in discussions and contribute to the preparation of President Zelenskyy’s proposed bill, which will guarantee the independence of Ukraine's anti-corruption institutions, according to their official statement on July 23.
NABU and SAP welcomed the President’s initiative to draft a new bill that will include comprehensive safeguards for the independence of anti-corruption bodies. Both agencies emphasized their support for measures aimed at strengthening the rule of law and ensuring the autonomy of anti-corruption institutions.
The two agencies also stated their commitment to participating in the discussion and preparation of the legislative proposal, which aims to eliminate legal risks, align with the principles of the rule of law, and enhance the capacity to ensure justice in Ukraine.

“We are grateful for the constructive dialogue and meetings that are fostering effective collaboration. We are confident that maintaining the independence of detectives and prosecutors, along with ensuring the principle of accountability as reflected in legitimate court rulings, are essential conditions for effectively investigating corruption and meeting Ukraine’s international commitments,” the statement read.
The agencies reiterated their call for continued comprehensive support from international partners in Ukraine's fight against Russian aggression.
Previously on July 22, the Ukrainian Parliament passed, and President Zelenskyy signed, Bill 12414, which grants new powers to the Prosecutor General, including the ability to override, reassign, or even close cases handled by the NABU and the SAP. Later that day, Ukrainians went out to protest a new law, speaking out against any limitations on their independence.

Additionally, on July 23, President Zelenskyy held a meeting with the heads of all law enforcement and anti-corruption agencies, as well as the Prosecutor General. The President announced that a new bill would be introduced to the Parliament, ensuring all necessary provisions for the independence of anti-corruption institutions.
Interior Minister Ihor Klymenko also mentioned that changes to the laws governing NABU and SAP would be ready within two weeks.
