Over 16,000 Civilians Killed in Ukraine Due to Russian Shelling, Death Toll Rises by 2,600 in One Year

As of November 27, 2025, 16,230 civilians have been killed in Ukraine as a result of Russian shelling. This marks an increase of 2,608 compared to the same date last year, when the death toll was 13,622.

The data was released by the Office of the Prosecutor General of Ukraine on November 27.

The current figure also represents a rise of 4,677 from the 11,553 civilian deaths recorded on the same date in 2023.

According to the Office of the Prosecutor General of Ukraine, there has also been a significant rise in the number of civilians injured. The report indicates that 38,036 civilians have been wounded, an increase of 11,600 from last year’s total of 26,436.

In comparison to 2023, the number of injured civilians has grown by 20,195, from 17,841.

In June 2025, the UN Human Rights Monitoring Mission in Ukraine (HRMMU) reported that civilian casualties in Ukraine have risen by nearly 50% in the first five months of 2025 compared to the same period in 2024.

In May alone, at least 183 civilians were killed and 836 injured, based on verified data from HRMMU. This increase in casualties continues a deadly trend seen in April.

The UN attributed the rising death toll to large-scale missile strikes and long-range drone attacks, which have caused widespread damage across the country. Short-range drones, often equipped with high-resolution cameras for precision targeting, have been responsible for the highest number of casualties in frontline areas.

Earlier, in one of the heaviest overnight attacks, Russia launched missiles and Shahed drones at Ukraine’s power grid and residential areas, resulting in widespread blackouts, fires, and civilian casualties. The strikes affected multiple regions, including Kyiv, Dnipro, and Kharkiv, damaging critical infrastructure and leading to emergency power shutdowns.
