MEPs from the pro-European Volt party plan to send EU leaders a proposal urging them to revoke Hungary’s voting rights over its repeated obstruction of joint decisions, Politico reports, citing a copy of the plan seen by its journalists.
According to the report, the proposal consists of nine key points. In addition to the call to strip Hungary of its voting rights, it suggests appointing EU foreign policy chief Kaja Kallas as the bloc’s full-fledged foreign minister.
The plan also advocates for the creation of a joint European army and revising EU treaties to expand defense competencies in preparation for future enlargement.

Hungary recently vetoed a European Council resolution that included Kallas’s proposal for a €20 billion military aid package and security guarantees for Ukraine. In the revised version, references to funding were removed, but the commitment to Ukraine’s security guarantees was strengthened.
Calls to suspend Budapest’s voting rights are not new. A similar proposal was made in July 2023 in response to Hungarian Prime Minister Viktor Orbán’s visits to Russia and China.
Previously, it was reported that the largest European nations are exploring the possibility of confiscating more than €200 billion in frozen Russian assets as they draft a potential ceasefire agreement for Ukraine, according to Financial Times on March 3.
