On the afternoon of February 27, Russian authorities declared a “missile danger” alert simultaneously across at least 13 regions, marking the first such widespread declaration since the start of the full-scale war, according to The Moscow Times.
The warnings covered territories far from the Ukrainian border, including the republics of Tatarstan, Bashkortostan, Chuvashia, and Udmurtia, alongside the regions of Samara, Ulyanovsk, Penza, Saratov, Orenburg, Sverdlovsk, Rostov, Kursk, and Perm Krai.

For at least eight of these regions, this was the first time a missile threat had been declared. The alerts prompted the suspension of public transportation in municipalities such as Almetyevsk and the evacuation of educational institutions in Kazan and Izhevsk, as well as the Kurumoch international airport in Samara.
The alerts resulted in temporary restrictions on flight arrivals and departures at airports in Orenburg, Kazan, Ulyanovsk, Saratov, Penza, Samara, and several other cities. The Russian Ministry of Defense has not published official information regarding the reported Ukrainian missile activity in these regions. Concurrently, separate drone threat alerts were issued in the Belgorod, Saratov, and Ulyanovsk regions, as well as Krasnodar Krai.
Additionlly, Russian state news agency TASS, citing the Chuvashia government, stated that one Ukrainian “Flamingo” missile was intercepted over the republic, while another altered its flight path, as reported by The Moscow Times. The Russian Telegram channel Shot reported that two “Flamingo” missiles were destroyed in Chuvashia.

Meanwhile, the monitoring channel “Radar across Russia” reported three interceptions in total: one over Udmurtia and Perm Krai, and another over the Sea of Azov near Taganrog. In Taganrog, Rostov Governor Yury Slyusar reported that falling missile debris damaged a balcony of a residential high-rise.
Earlier, Ukrainian-manufactured “Flamingo” cruise missiles reportedly targeted the Votkinsk Plant in the Russian Republic of Udmurtia.
The facility serves as a critical manufacturing center for Russian ballistic missile systems, specifically producing the Iskander and the recently deployed Oreshnik complexes.
