Russia Plans to Spark Unrest in Ukrainian Cities Under Cover of “Protests”

Russian intelligence services are planning to destabilize the situation inside Ukraine under the guise of so-called “peaceful protests,” ombudsman Dmytro Lubinets reported on December 8.

According to available information, hostile agencies may be preparing a series of protest actions in major cities in the south and east—Odesa, Dnipro, Kharkiv, and Mykolaiv—as well as in Kyiv.

“Russia seeks to exploit people’s pain and vulnerability: they reportedly intend to recruit participants primarily on a material basis, focusing on women, including mothers of Ukrainian servicemembers who are prisoners of war or missing in action. The Kremlin expects that this will create the necessary emotional backdrop, generate media attention, and trigger public resonance,” Lubinets wrote.

In Russia’s plan, these actions are meant to serve as a tool to destabilize Ukraine’s domestic political landscape and pressure the country’s military and political leadership—especially against the backdrop of active consultations between Ukraine and the United States on potential conditions for ending the war.

“It is important to remain aware: Russia will continue targeting what is most sensitive—trust, unity, and the families of our Defenders. That is why vigilance is crucial, so the enemy cannot exploit human tragedy as an instrument of information warfare against Ukraine,” the statement read.

Previously, a major cross-border investigation has revealed that the Russian Red Cross is deeply embedded in the Kremlin’s wartime apparatus—training children in military skills, collaborating with pro-Kremlin propaganda networks, and expanding its presence in Russian-occupied areas of Ukraine. Despite this, the organisation still receives millions of euros from the International Red Cross and Red Crescent Movement, Follow the Money (FTM) reported on November 26.
