Russia Sentences 184 Ukrainian POWs on Terrorism Charges Over Past Six Months

Russian courts have sentenced 184 Ukrainian prisoners of war over the past six months, all captured during operations in Russia’s Kursk region, Russian media outlet Mediazona reported on June 25.
The Second Western District Military Court has systematically prosecuted Ukrainian soldiers under the same charge: committing a terrorist act by a group resulting in grave consequences — a vague and politicized article of the Russian Criminal Code. According to Mediazona, 159 cases involving 267 Ukrainian servicemen have been submitted to the court since November 2024.
The Russian Chief Military Prosecutor’s Office continues to announce new convictions almost daily, treating routine military actions as acts of terrorism.

One such case involves Second Lieutenant Yevhen Hoch of the Armed Forces of Ukraine, who was accused of taking a defensive position near Olhivka in October 2024. The court claimed that Hoch “obstructed the evacuation of civilians and intimidated them by carrying a weapon” — allegations widely seen as baseless and part of a broader strategy to criminalize Ukraine’s lawful defense operations.
Earlier, Ukraine completed another round of prisoner exchange, returning severely wounded and seriously ill service members, the Coordination Headquarters for the Treatment of Prisoners of War reported.
The operation was conducted in accordance with the Istanbul agreements and carried out on the instruction of the President of Ukraine.
