Russia has floated a peace proposal related to the Donetsk region during ongoing negotiations, US Special Presidential Envoy Steve Witkoff confirmed in comments to reporters, according to Fox News on August 27.
Witkoff was asked which side bears greater responsibility for prolonging the war. He responded that “it is more complicated” and stressed that “these are two strong sides.”
He added that President Donald Trump had expressed frustration with both Russia and Ukraine, but underscored that Trump “has done more to narrow the differences between the parties over the past eight months than anyone else.”

“Russians have put forward a peace proposal. It concerns the Donetsk region. Perhaps Ukrainians will not be able to accept it, but no one has ever achieved such progress in this matter,” Witkoff stated.
He noted that the current stage of negotiations is “unprecedented progress” and insisted that it is Trump’s active stance and determination to end the war that brought the talks to this point, with “the end already close.”
Meanwhile, US Vice President J.D. Vance said Moscow had allegedly made “significant concessions” in its demands to end the war, claiming that the Kremlin had shown flexibility by offering to preserve Ukraine’s territorial integrity after the war.
Earlier, it was reported that a peace proposal from Russia involving parts of the Donetsk region was conveyed during ongoing negotiations via US Special Presidential Envoy Steve Witkoff—though it may not be acceptable to Ukraine.
