Russia Violated Energy Ceasefire Agreement Again, Zelenskyy Says

On April 4, Russian forces launched a targeted FPV drone strike on the Kherson Thermal Power Plant, violating the energy ceasefire agreement brokered in March. The attack was confirmed by President Volodymyr Zelenskyy during his nightly address.

According to Zelenskyy, the strike on the Kherson TPP was deliberate. He emphasized that such energy facilities are clearly identifiable and should be protected under the terms Russia reportedly committed to in discussions with the United States.

“These attacks are not accidental. Russia knows it is targeting an energy facility. Such sites are supposed to be protected from strikes under the promises made by Russia to the American side,” Zelenskyy said.

He added that Russia continues to use military force despite diplomatic arrangements. “All Russian promises end with missiles, drones, bombs, or artillery. Diplomacy means nothing to them,” the President said, calling for increased international pressure to ensure accountability for repeated violations.

Zelenskyy also reported that six Shahed drones targeted Kharkiv earlier the same day. Rescue operations continued throughout Friday following the attack, which killed five people and injured 34. In total, 78 strike drones, including 56 Shaheds, were launched overnight across Ukraine.

The energy ceasefire agreement, mediated by the United States, came into effect on March 25 and was intended to halt attacks on energy and port infrastructure. Ukraine has stated that it is complying with the arrangement, while Russian officials falsely claimed the ceasefire began on March 18.

Despite the agreement, Russian forces have launched multiple strikes on energy infrastructure in recent weeks, including attacks in Kharkiv, Poltava, Dnipropetrovsk, and now Kherson regions. On March 27, the General Staff of the Armed Forces of Ukraine reported that Russian drones had targeted oil and gas facilities in Poltava.
