Spanish defense manufacturer Tecnove has announced it will begin licensed production of Ukrainian armored vehicles for the European market under a new joint venture with Ukrainian company NVO Practika , a firm known for producing combat-proven vehicles for Ukraine’s armed forces, Tecnove reported on April 10.

The agreement establishes a partnership called Human & Safe Systems, which will oversee the manufacturing of Ukrainian armored vehicles at Tecnove’s facilities in Herencia, La Mancha, and promote them throughout Europe.

“Our goal is to offer solutions tailored to the defense sector that guarantee maximum safety and performance,” Tecnove stated.

According to company representatives, the production will focus on light tactical vehicles “Dzhura ” as well as Kozak armored vehicles of an unspecified variant—though promotional materials feature the Kozak-5, a model built on a Ford F-550 chassis.

Given that most Praktica models are designed using the platforms of existing commercial off-road vehicles, the arrangement likely involves the transfer of technical documentation and licenses to Tecnove rather than the shipment of pre-assembled kits from Ukraine.

Tecnove already has experience modifying Toyota Land Cruiser platforms, which serve as the base for the Dzhura. This technical overlap could help streamline the adaptation process for Spanish production.

The Spanish company is well known for developing specialized vehicles for emergency services, the military, and industry, and also designs modular field hospitals and container-based solutions for rapid deployment.

While it is unlikely that Ukrainian vehicles will be adopted by Spain’s armed forces—given the strong domestic presence of URO VAMTAC light tactical vehicles and existing fleets of Iveco LMVs and RG-31 Nyala armored vehicles—the new venture offers a strategic pathway for Ukraine’s defense industry to access European markets.

Due to wartime restrictions on the export of Ukrainian weapons and equipment, licensing production abroad provides a legal workaround to expand exports.

Ukrainian vehicles have earned a reputation during the war for their durability, effectiveness, and cost-efficiency, making this the ideal time for the company to secure a foothold in foreign markets.

Earlier, reports emerged that Ukraine’s state-owned defense concern “Ukroboronprom” reached an agreement with Canadian company Roshel to co-produce armored vehicles.

Roshel armored vehicles are already widely used by Ukrainian forces, but localizing production will not only speed up deliveries but also strengthen Ukraine’s economy and provide access to advanced Western defense technologies.
