Swiss Praise Ukraine’s E-Government Strategy at Davos, Eye Deeper Partnership

Swiss Federal Council Delegate for Ukraine Jacques Gerber said Switzerland would deepen cooperation with Ukraine on digital governance and reconstruction, pointing to major Swiss funding commitments and lessons Bern can take from Kyiv’s wartime innovations.
The statements were made during the “First GovTech Day” panel at Ukraine House Davos on January 21.
Gerber said Switzerland’s cooperation with Ukraine has run since the 1990s and expanded after Russia’s full-scale invasion in February 2022, adding that the Swiss Federal Council views support for Ukraine’s recovery and reconstruction as strategically important.

He said Switzerland has allocated about $1.9 billion for a first phase of support through 2028 under the Ukrainian Country Programme 2025–2028, with digital governance a priority aimed at resilient public services and greater transparency and trust in institutions.
Gerber highlighted Swiss backing since 2015 for EGAP—short for E-Government for Accountability and Participation—implemented by the Eastern Europe Foundation, describing it as a flagship effort supporting sectoral reforms, service delivery, and e-democracy tools that allow citizens to engage local authorities and decision-making, including during the initial phase of Russia’s war against Ukraine.
He said Switzerland’s support for digitalization and e-government through such work has totaled about $129 million.

Pointing to Ukraine’s performance in international rankings and its ability to keep services running during wartime, Gerber cited flagship tools including the Diia platform, online marriage services, and the Mriia education ecosystem as symbols of a modern state, arguing Ukraine’s pace of innovation shows what is possible when digital transformation becomes a national priority.
He said the partnership should be two-way—“Switzerland supports Ukraine, but Switzerland can also learn from Ukraine”—and proposed practical exchanges such as bringing Ukrainian experts together with Swiss federal, cantonal, and municipal stakeholders for hands-on cooperation.
Earlier, it was reported that Ukraine ranks 5th globally in digital public services development, reflecting rapid growth in e‑governance and digital interaction between citizens and the state.
