Switzerland to Grant Putin Immunity for Peace Talks Despite ICC Arrest Warrant

Switzerland is prepared to grant immunity to Russian leader Vladimir Putin should he attend a peace conference, despite the arrest warrant issued against him by the International Criminal Court. Swiss Foreign Minister Ignazio Cassis announced, according to Le Soir on August 19.
Cassis recalled that the federal government had already established rules last year regarding the granting of immunity to individuals under international arrest warrants, explaining during a joint press briefing with his Italian counterpart Antonio Tajani in Bern that such protection would apply if the person were to attend a peace conference rather than travel for private reasons.
Thus, in the event of international negotiations being organized, Switzerland would guarantee the Russian leader protection from arrest.
Switzerland’s announcement comes as new reports emerge about the Russian leader’s demands for ending the war.

According to Reuters, during his meeting with US President Donald Trump in Alaska, Putin presented a set of conditions that stretch far beyond simple territorial concessions. Sources familiar with discussions among American, European, and Ukrainian leaders cautioned that the details may not reflect the full scope of Moscow’s position, but several central elements have been outlined.
Russia, according to the report, is ruling out any ceasefire until a comprehensive peace deal is finalized. Under the proposals, Ukraine would be required to withdraw all forces from Donetsk and Luhansk regions—including areas still outside Russian control—in exchange for Moscow freezing the front lines in Kherson and Zaporizhzhia. In return, Russia indicated it could hand back limited territory in Sumy and Kharkiv regions.
Earlier, Russian leader Vladimir Putin reportedly pushed for a peace agreement that would compel Ukraine to cede control of areas in the Donetsk region still outside Russian occupation.
