“The Issue Is Not Closed”: Ukraine Pushes Ahead to Buy Bulgarian Reactors for Khmelnytskyi Plant

Ukraine has not received an official refusal from Bulgaria regarding the purchase of nuclear reactors from the Belene Nuclear Power Plant for use at the Khmelnytskyi NPP, Energy Minister German Galushchenko said during a parliamentary session on June 20.

“The issue is not closed — there is no official rejection from Bulgaria. In fact, the negotiation process has recently intensified,” Galushchenko stated.

The minister noted that the delay in progress was linked to political developments in Bulgaria. However, Ukraine is working on mechanisms to move the project forward.

“At the upcoming Rome Conference on Ukraine’s recovery in July, we expect to reach an agreement with the IAEA, which could become one of the key facilitators of the project. I believe we will sign the relevant documents in July,” Galushchenko added.

The potential transfer of the Belene reactors to Ukraine has been under consideration since early 2023 as part of efforts to expand domestic energy capacity.

Earlier, Swedish broadcaster SVT obtained satellite imagery revealing developments at five Russian nuclear sites near Europe in recent years.

The latest images, captured by Planet Labs in May 2025, show major expansion and upgrades at a Russian facility in Kaliningrad believed to be used for nuclear weapons storage.
