Trump Plans “Very Aggressive” Arms Deal for Ukraine, May Include Missiles That Reach Moscow

President of the United States Donald Trump is poised to announce a sharp turn in his Ukraine policy with a new plan that may, for the first time, include offensive weapons aimed at altering the course of the war in Ukraine.
US President Donald Trump is set to unveil a sweeping new weapons package for Ukraine on Monday that may include offensive systems and long-range missiles, marking a shift in his approach to the war, Axios reported, citing two sources with direct knowledge of the plan on July 14.
The initiative, expected to be announced during a meeting with NATO Secretary General Mark Rutte, will reportedly involve European countries covering the full cost of US-made arms delivered to Ukraine.
“Trump is really pissed at Putin. His announcement tomorrow is going to be very aggressive,” said Sen. Lindsey Graham, speaking to Axios.
While final details remain unconfirmed, two sources told Axios that the package could include long-range missiles capable of striking deep into Russian territory, including Moscow. Such a move would be a major departure from Trump’s earlier insistence on supplying only defensive weapons to avoid escalating the war.

The shift follows mounting frustration in Trump’s camp over Russian leader Vladimir Putin’s refusal to pursue a ceasefire and continued escalation of missile and drone attacks on Kyiv and other cities.
One key turning point reportedly came on July 3, during a phone call between Trump and Putin in which the Russian leader made clear he planned to intensify the offensive in Ukraine over the next 60 days.
“He wants to take all of it,” Trump reportedly told French President Emmanuel Macron shortly after the call, referring to Putin’s goal of fully occupying Ukrainian regions currently under partial Russian control.
Since then, what began as a conceptual proposal has evolved into a concrete policy, shaped in part by Ukraine’s President Volodymyr Zelenskyy during the recent NATO summit.

Zelenskyy is said to have proposed the European-financed arms model directly to Trump during what US officials called their “best meeting yet.”
“Zelenskyy came like a normal human being, not crazy, and was dressed like somebody who should be at NATO,” one American official said, noting that Zelenskyy wore a suit for the first time since 2022. “He had a group of people with him that also seemed not crazy. So they had a good conversation.”
Speaking to reporters Sunday evening, Trump said the weapons supplied through this new program would include “various pieces of very sophisticated military equipment,” such as Patriot air defense systems.
“European countries are going to pay us 100% for them. It is going to be business for us,” Trump stated.
Earlier, Trump told senior advisers he is open to approving additional security and economic aid for Ukraine.
