Ukraine and France Seal 10-Year Pact: Rafale Jets, SAMP/T Systems Headed to Ukraine

In a landmark move to strengthen Ukraine’s long-term air power, President Volodymyr Zelenskyy and French President Emmanuel Macron signed a 10-year defense agreement in Paris that paves the way for Ukraine to receive Rafale multirole fighter jets, SAMP/T air-defense systems, missiles, and anti-drone technology.

Ukrainian President Volodymyr Zelenskyy and French President Emmanuel Macron signed a strategic defense pact aimed at transforming Ukraine’s air-power and air-defense capabilities, according to the Ukrainian President on November 17.

The deal, signed at Villacoublay Air Base near Paris, outlines long-term cooperation between the two nations, including the transfer of Dassault Rafale fighter jets, SAMP/T air-defense systems, and advanced missile and anti-drone technologies.

According to Reuters, the agreement envisions a 10-year framework for developing Ukraine’s future air fleet of up to 250 combat aircraft, combining US-made F-16s, Sweden’s Gripen fighters, and France’s Rafale jets. Some Rafales may come directly from French reserves, while others will be delivered as part of a longer-term acquisition program.

“This historic agreement will bring a significant strengthening of our combat aviation, air defense, and overall defense capabilities,” Zelenskyy said before the visit.

Macron emphasized that France’s goal is to “put the excellence of our defense industry at the service of Ukraine’s protection.”

The Rafale, developed by Dassault Aviation, is one of Europe’s most advanced multirole fighters—capable of air-to-air and air-to-ground missions, nuclear strike delivery, and maritime operations. Its addition would represent a major step in Ukraine’s transition from Soviet-era aircraft to a Western-standard air force.

The deal is also expected to include additional SAMP/T (Mamba) surface-to-air systems and Aster-30 interceptor missiles, produced by MBDA, designed to counter ballistic and cruise missile threats. French officials said these systems will reinforce Ukraine’s defenses against Russia’s ongoing missile and drone barrages.

Zelenskyy was greeted by Macron at the airbase, where a Rafale jet stood on display beside Ukrainian and French flags—a symbolic moment underscoring France’s role as one of Ukraine’s key European defense partners.

In addition to the aviation pact, Monday’s talks included a forum linking French and Ukrainian drone manufacturers, part of efforts to deepen defense-industrial cooperation and prepare for long-term reconstruction of Ukraine’s defense sector.

Macron urged Europe to build a “strategic shield” for Ukraine, calling for a coalition of allied states to sustain Kyiv’s defense even after the war ends. “Ukraine must have the means to deter future aggression and ensure lasting peace,” he said.

Earlier, Ukraine received a formal commitment from Sweden for 150 new Saab JAS 39 Gripen fighters in a deal worth $12–$15 billion.
