Ukraine Charges Russian Generals in Absentia for War Crimes in Okhtyrka Shelling

The Security Service of Ukraine (SBU) has formally charged two Russian generals and their subordinates from the 4th Tank Division in absentia for ordering strikes on civilian infrastructure in Okhtyrka, Sumy region.
According to SBU on September 30, the case concerns the massive shelling of Okhtyrka on February 25, 2022, when Russian forces launched attacks with Grad and Uragan multiple-launch rocket systems. The strikes destroyed and damaged kindergartens, dozens of residential buildings, and a critically important thermal power plant.
The attack by Russian troops killed nine civilians, including a child, and injured another nine people, among them one child.
According to the investigation, the assault was authorized by Lieutenant General Serhii Kisil, commander of the 1st Tank Army of the Western Military District of the Russian Federation.

The order was carried out by his subordinates from the Kantemirovskaya Tank Division named after Yuri Andropov:
Major General Yevgeny Zhuravlyov—division commander;
Colonel Dmytro Kirshin—chief of staff of the division;
Colonel Volodymyr Krivoshchapov—head of artillery of the division;
Colonel Oleksandr Aleksandrov—commander of the 275th self-propelled artillery brigade;
Lieutenant Colonel Magomedrasul Kurbanov—chief of staff and deputy commander of the 275th self-propelled artillery brigade.
Based on the collected evidence, all individuals have been charged in absentia under Part 2 of Article 28 and Part 2 of Article 438 of the Criminal Code of Ukraine (war crimes committed by a group of persons in prior conspiracy).
The SBU emphasized that comprehensive measures are underway to ensure all those involved in war crimes against Ukraine are brought to justice.
Earlier, SBU successfully prevented an assassination attempt on Serhii Filimonov, commander of the 108th Separate Battalion of the Armed Forces of Ukraine, known as the “Da Vinci Wolves.” According to investigators, the plot was organized by Russia’s Federal Security Service.
