Ukraine’s Ministry of Foreign Affairs (MFA) has strongly condemned Russian leader Vladimir Putin’s recent decree regarding the “deportation” of Ukrainian citizens, calling it a part of Russia’s broader policy of genocide against the Ukrainian people.

MFA spokesperson Heorhii Tykhyi stated during a press briefing on March 21:

“We consider this a worthless act; it is yet another step in Russia’s campaign of discrimination, persecution, and the forced displacement of Ukrainian citizens from their native land, or forcing them to acquire foreign nationality status.”

Tykhyi emphasized that these systemic deportations and persecutions are part of Russia’s genocidal policy aimed at eliminating the Ukrainian nation and people.

The spokesperson emphasized that Russia continues to systematically violate fundamental norms of international law, with this decree violating at least three international legal documents.

“We stress that these systematic deportations and persecutions are part of Russia’s policy of genocide against the Ukrainian people,” stated Tykhyi.

On March 10, Russian leader Vladimir Putin signed a decree requiring Ukrainian citizens without “legal grounds for staying in the country” to leave Russia by September 10. The decree is part of Moscow’s efforts to force Ukrainian citizens to accept Russian passports or leave temporarily occupied regions, while also promoting the relocation of Russian citizens to these areas.
