Ukraine Exposes Unrestricted Russian Chemical Weapons Supply Lifeline Despite Global Sanctions

A new investigation has found that a Russian state-linked institute tied to chemical weapons production is still sourcing critical components for banned munitions despite sweeping international sanctions, according to the report, published by the Ukrainian investigative project Skhemy on September 4.
The journalist’s investigation raises fresh concerns about Moscow’s ability to circumvent restrictions and sustain its war effort against Ukraine.

According to the Skhemy, the Applied Chemistry Research Institute—part of the state defense conglomerate Rostec—continues to obtain parts used in the production of RG-Vo chemical grenades.
These munitions contain CS and CN tear gases, which can be used to flush soldiers out of fortified positions.

Skhemy journalists found that the institute has been supplied with pyrotechnic delay devices (U-515M and U-517M) by the Saransk Mechanical Plant, while solvents, including chloroform and acetone, were provided by a company called EuroChemInvest.
Neither firm is currently under sanctions, but both continue to work with the institute, which has been blacklisted by the US, EU, UK, Switzerland, Japan, and Ukraine since 2022.

Tax records reviewed by Skhemy show deliveries of these materials continuing into 2024. None of the companies responded to the journalists’ requests for comment.
In November 2024, the Organization for the Prohibition of Chemical Weapons (OPCW) officially confirmed Russia’s use of chemical weapons in its war against Ukraine.
Earlier, the Security Service of Ukraine (SBU) documented more than 10,000 cases of chemical weapons use by Russian forces against Ukrainian Defense Forces since the beginning of the full-scale invasion.
