Ukraine Probes New POW Execution Video as Ombudsman Urges Public to Report War Crimes

Ukrainian officials are investigating a possible war crime after a graphic video emerged online allegedly showing the execution of a Ukrainian prisoner of war (POW) by Russian forces. The footage, which began circulating on social media platforms earlier this week, appears to show an individual tied to a motorcycle and dragged along a road.
Ukraine’s Commissioner for Human Rights, Dmytro Lubinets, confirmed on July 1 that his office is reviewing the video and has sent formal communications to the United Nations and the International Committee of the Red Cross (ICRC) regarding the incident.
“What we are witnessing is a demonstrative act of cruelty, and another possible war crime by the Russian Federation,” Lubinets said in a public statement.

Lubinets urged anyone with knowledge or evidence related to the execution of Ukrainian servicemen in Russian captivity to contact his office’s hotline at 0800 50 17 20 or report directly to law enforcement authorities. He stressed that such testimonies are critical for ongoing investigations and international legal processes.
“These accounts are essential for establishing the truth, documenting war crimes, and ensuring legal accountability in line with both Ukrainian and international law,” he stated.
Lubinets reiterated that such actions constitute grave breaches of the Geneva Conventions and international humanitarian law. He called for a united international response to what he described as systematic violations committed by Russian forces.
Previously, it was reported that UN experts have confirmed that the Russian Ministry of Defense organized the July 2022 attack on the Olenivka detention facility in Donetsk. The United Nations report also detailed the types of weapons used in the incident.
