Ukraine Registers Over 90,000 Missing People Amid Ongoing War, Including Military Personel and Civilians

In Ukraine, over 90,000 individuals are considered missing under special circumstances, including military personnel, civilians, and children.
This information has been included in the relevant registry, as reported by Arthur Dobroserdov, the Commissioner for Missing Persons under Special Circumstances, in response to a request from Ukrainska Pravda on February 26.

According to Dobroserdov, the majority of those missing are servicemen from the security and defense sector, which includes the Armed Forces of Ukraine, the National Guard, the National Police, the State Border Guard Service, the Security Service of Ukraine, and the country's intelligence agencies.
However, the actual number of missing persons could be higher, as not all cases have been or are possible to be registered.
In June 2025, reports indicated that over 70,000 people were missing. According to Dobroserdov, determining the fate of many of these individuals will only be possible after the war or the active phase of hostilities comes to an end.
On February 21, Pierre Krähenbühl, the Director General of the International Committee of the Red Cross (ICRC), told Radio Free Europe that tens of thousands of Ukrainians are listed in the ICRC database as missing due to the war.

Krähenbühl also highlighted that the total number of registered inquiries from families in both Ukraine and Russia regarding missing persons under special circumstances has surpassed 200,000.
“These individuals are likely in captivity, and some may have died in combat. This represents a whole group of registered cases, and these are the figures we have as of today,” the official remarked.
Earlier, Ukraine's Armed Forces sustained between 500,000 and 600,000 casualties, with up to 140,000 fatalities, according to estimates from the Center for Strategic and International Studies.
