Ukraine Signs Deal With Bell Textron to Launch Aircraft Production and Service Center

At the international defense exhibition AUSA 2025 in Washington, Ukraine’s Ministry of Economy, Environment, and Agriculture signed a Memorandum of Understanding with leading US aviation company Bell Textron Inc. to establish local manufacturing and servicing operations in Ukraine.

This was reported by the ministry on October 15.

Under the agreement, Bell plans to open an official representative office in Ukraine, launch a Final Assembly and Checkout (FACO) center, and explore the creation of a joint venture with Ukrainian partners. The company will also transfer necessary technologies, tools, and equipment for local production, and organize training for Ukrainian engineers and technicians in the US, followed by hands-on work at the future facility in Ukraine.

“For Ukraine, this memorandum is a step toward developing modern high-tech manufacturing, expanding industrial capabilities, and attracting investment into strategic sectors. We aim for Ukraine to become part of global production chains and innovation partnerships,” said Deputy Minister Vitalii Kindrativ.

The memorandum was signed as part of Ukraine’s government delegation’s participation in AUSA 2025, which brought together more than 44,000 participants from 92 countries and over 750 companies focused on technology, innovation, and industrial cooperation.

Earlier, at the AUSA 2025 defense exhibition in Washington, US company V2X unveiled the Tempest, a short-range air defense system designed for mobility and cost efficiency.

Inspired by Ukraine’s experience countering Shahed drones, the Tempest is offered in two variants: a mobile version on a lightweight buggy and a trailer-based model for static defense. Both rely on commercial off-the-shelf components to reduce costs and simplify logistics.
