Ukraine Urges NATO and Allies to Respond After Russian IRBM Strike Near EU Border

Ukrainian Foreign Minister Andrii Sybiha condemned Russia’s latest combined missile and drone assault on Ukrainian cities and critical infrastructure, warning that the strikes represent not only terror against civilians but a direct security challenge to Europe and NATO in an official statement on January 9.

“Four civilians, including a doctor, were killed and more than two dozen were injured in Kyiv after a horrific night of Russian strikes,” Sybiha said.

According to the Foreign Minister, residential neighborhoods and critical infrastructure were hit by cruise missiles, ballistic missiles, and drones, disrupting electricity, heating, and water supplies.

“Residential areas, critical infrastructure, electricity supply, heating, and water systems were brutally attacked with cruise and ballistic missiles and drones,” he said.

Sybiha noted that the attacks followed a pattern seen earlier this week, with strikes hitting Dnipro, Zaporizhzhia, Kryvyi Rih, and other regions, as well as Kyiv and Lviv on Tuesday morning.

“Today Kyiv and Lviv, earlier this week—Dnipro, Zaporizhzhia, Kryvyi Rih, and other regions—the aggressor shows complete disregard for peace efforts. Russia is betting on war, terror, and cruelty instead of diplomacy,” he said.

He rejected any suggestion that the bombardment could force Ukraine into accepting Russian demands.

“But if war criminal Putin thinks he can force Ukrainians to accept his ultimatums through bombings, he is mistaken. Such attacks only unite our people and make them more determined to resist aggression and terror,” Sybiha said.

The Foreign Minister said Ukraine has already briefed its international partners on the consequences of the overnight strikes and is calling for a firm response.

“We are informing our partners about the consequences of the night strikes. We are calling for a resolute reaction. Public condemnation — especially from those who recently expressed concern over the fake ‘attack on Putin’s residence,’” he said.

Sybiha urged immediate steps to intensify pressure on Moscow.

“We call on our partners to take immediate measures to increase pressure on Moscow,” he said, outlining demands for tougher sanctions, expanded military assistance, and accountability for Russian war crimes.

“New rounds of tough sanctions to deprive Russia of resources for terror and war. New defense aid packages for Ukraine to better protect our people and repel the attackers. New steps to ensure accountability for Russian crimes,” he added.

“Russia’s terror and cruelty must be met with unity, strength, and justice.”

Sybiha also addressed reports that Russia used an intermediate-range ballistic missile, known as “Oreshnik,” during the attack near Ukraine’s western border.

“Russia claims it used an intermediate-range ballistic missile, so-called ‘Oreshnik’, against the Lviv region,” he said.

“Such a strike close to EU and NATO border is a grave threat to the security on the European continent and a test for the transatlantic community. We demand strong responses to Russia’s reckless actions.”

He said Ukraine is informing the United States, European partners, and international organizations through diplomatic channels about the details of the strike.

“It is absurd that Russia attempts to justify this strike with the fake ‘Putin residence attack’ that never happened. Another proof that Moscow does not need any real reasons for its terror and war,” Sybiha said.

“Putin uses an IRBM near the EU and NATO border in response to his own hallucinations — this is truly a global threat. And it demands global responses.”

Sybiha specifically pointed to Russia’s oil revenues and maritime networks as targets for further action.

“There needs to be more strong steps against Russian tanker fleet—and the US is right to take action here—as well as Russia’s oil revenues, schemes, and its assets. Not only in the EU but across the world,” he said.

He concluded by announcing upcoming diplomatic initiatives.

“We urge all responsible states and international organizations to call out Russian lies and increase pressure on the aggressor without delay,” Sybiha said.

“We will be initiating international action — an urgent meeting of the UN Security Council, a meeting of the Ukraine-NATO Council, as well as responses within the EU, Council of Europe, and OSCE.”

Earlier, Ukrainian President Volodymyr Zelenskyy said Russia possessed six missiles of the new “Oreshnik” type, which have a potential flight range of up to 5,000 kilometers.
