Ukraine’s commander of Unmanned Systems Forces, Robert “Madyar” Brovdi, has outlined a strategy aimed at pulling Ukrainian personnel farther from direct frontline combat while dramatically expanding long-range strike operations, according to remarks published on his official channel on January 28.

Brovdi said Ukrainian drone units are currently inflicting massive losses on Russian forces but warned that the scale remains insufficient given the realities of manpower and the outlook for mobilization.

“Today we are destroying three enemy battalions every single day. Three battalions daily. That is not enough,” Brovdi said.

“We must destroy the enemy on a multiple scale. And to do that—this is primarily a task for commanders—we must focus on preserving our personnel, creating conditions for their fastest possible distancing from the battlefield, and conducting strike operations remotely.”

He stressed that Ukraine cannot rely on a large influx of new volunteers in the coming year and must instead compensate through technology and distance warfare.

“We should have no illusions when it comes to mobilization in 2026. Those who wanted to fight are already fighting—or have been killed. Those who did not fight for four years—counting on them to voluntarily join our ranks, of course we will work on it, but on this issue, forgive me, I would not get my hopes up,” Brovdi said.

The commander also described the conditions under which Ukraine’s Unmanned Systems Forces could shift from a primarily tactical role to operating at the operational level.

“The task of the Unmanned Systems grouping is, immediately—at the first opportunity—when the absolute majority of army corps increase their technological level and the capabilities of the units currently at their disposal, so they can independently cover the tactical level,” Brovdi said. “I state this with full awareness of the responsibility involved: on that day, we will move in full strength to the operational level.”

Earlier, reports emerged that Russia sustained exceptionally high human losses in its war against Ukraine while making limited territorial gains, according to new analysis by the Center for Strategic and International Studies (CSIS).

The CSIS estimates that Russian forces have suffered close to 1.2 million casualties since February 2022.
