Ukrainian Drones Hit Russia’s Tuapse Oil Refinery Again, First Evacuations Declared After Massive Fire

Another overnight drone attack on a Russian oil refinery in the city of Tuapse, Krasnodar region, on April 28, triggered a large-scale fire at the site, according to Russian speaking media Astra.

Preliminary analysis by an OSINT analyst cited by the outlet suggests that the strike targeted a tank farm located near the ELOU-AVT-12 refining unit.

Local authorities confirmed the attack and the subsequent fire, attributing the incident to the “falling debris” of unmanned aerial vehicles. Emergency services deployed more than 120 personnel and 39 units of equipment to contain the blaze.

Authorities in Tuapse have initiated evacuations after a fire broke out at an oil refinery following the last strike.
“Dear residents of Koshkina Street, Pushkina Street, and adjacent lanes! Due to the risk of the fire spreading, the administration of the Tuapse municipal district asks you to evacuate,” Tuapse mayor Segey Boyko wrote in a Telegram post. He added that residents would be transported by bus to a temporary shelter established at local school.
Krasnodar region Governor Veniamin Kondratyev also called on residents to leave the area “for safety,” describing the situation as a “large-scale fire” at the refinery.

Ukraine’s General Staff confirmed that units of the Defense Forces had carried out the overnight strike.
The latest strike comes amid a broader campaign targeting the facility’s fuel storage infrastructure, which has already sustained significant damage in recent days.
Analysis based on satellite imagery suggests that Ukrainian long-range drones have destroyed or severely damaged more than half of the fuel storage capacity at the Tuapse refinery. According to the OSINT monitoring group Exilenova+, which published high-resolution images on April 26, large sections of the tank farm appear to have been hit in repeated attacks.

Separate assessments by the monitoring channel “Oko Hora” indicate that out of 47 storage tanks with a combined capacity of approximately 159,140 cubic meters, at least 28 have been either destroyed or heavily damaged. Of these, 24 tanks—around 52% of the total—were completely destroyed, while four more sustained partial damage. Only 18 tanks, representing roughly 39% of the facility’s capacity, are believed to remain intact.
In a separate operation overnight on April 21, Ukraine’s Security Service carried out a drone strike on a major Russian oil transit facility in the Samara region, sparking a large fire.
According to hromadske, citing an informed source, the strike targeted the Samara linear production and dispatch station near the settlement of Prosvet and was conducted by the SBU’s Alpha special operations unit.
