US and European Allies Reportedly Finalizing 30-Day Ukraine Ceasefire Proposal

The US and its European allies are close to finalizing a proposal for a 30-day ceasefire in Ukraine, with coordinated sanctions on Russia to follow if Moscow rejects the offer, a French diplomatic source told Reuters on May 9.

Reuters reports that US President Donald Trump, on May 8, publicly called for an unconditional ceasefire between Russia and Ukraine, urging a full halt to hostilities for at least 30 days. He warned that Washington and its partners are prepared to implement additional sanctions if the truce is violated or rejected.

Ukraine has signaled its readiness to accept the US-led proposal, while Russia has so far only declared a unilateral three-day ceasefire from May 8–10, timed to mark the 80th anniversary of the end of World War Two.

“We’re not entirely at a finalized stage yet, but there is clear momentum,” the French diplomatic source said, speaking on condition of anonymity. “In the coming hours or days, we could see an announcement of a ceasefire — either a full 30-day agreement or a phased approach — both options are still on the table.”

The source added that allied governments are still debating whether to issue a joint ceasefire declaration or give Russia a limited timeframe to respond before proceeding with sanctions. Should Russia decline to participate, a new round of US-EU sanctions targeting Moscow would be activated.

According to Reuters, cooperation between the US and Europe on the sanctions package has intensified over the past week. French Foreign Minister Jean-Noël Barrot, who held talks in Washington last week with US Secretary of State Marco Rubio, is set to travel to Kyiv on Saturday alongside French President Emmanuel Macron.

In Kyiv, Macron will attend a hybrid-format meeting with Ukraine’s key allies to further coordinate on the ceasefire proposal and explore diplomatic next steps.

“There was a noticeable sense of frustration from the American side in recent talks,” the diplomatic source said. “The Russians have shown a lack of seriousness in their prior engagements. As of now, the decision [on sanctions] is virtually made.”

Previously, it was reported that Ukraine has held a series of online meetings with representatives from the United States, European Union, Nordic countries, and Baltic states to discuss a proposed 30-day ceasefire.
