Western allies are preparing for the possibility of deploying troops to Ukraine after the war ends, but are waiting for a clear signal from the United States on what role Washington is willing to play.

According to Bloomberg on January 6, this includes discussions about a potential US military presence as part of post-war security guarantees for Ukraine.

French President Emmanuel Macron is hosting a high-level meeting in Paris focused on finalizing the framework for long-term security arrangements. The talks follow weeks of coordination between national security advisors and include participation from key members of the coalition of the willing.

Representing the US are Trump administration envoys Steve Witkoff and Jared Kushner. Ukrainian President Volodymyr Zelenskyy is also participating in today’s summit.

While the details of a potential US deployment remain undefined, Bloomberg reports that European leaders see American involvement as essential to any post-war settlement with Russia.

Sources familiar with the negotiations said the US proposals—particularly those involving intelligence sharing and possible military presence—are being viewed as a turning point by several European officials.

One official cited by Bloomberg described the American proposal as meeting longstanding European demands for a US “backstop” to ensure the enforceability of any future peace deal. Another noted that recent talks between US and European representatives have been “positive” and that the proposals are “in good shape.”

Parallel to the political talks, senior military officials from the coalition met in Paris to coordinate operational aspects of the proposed security guarantees.

French Armed Forces Chief of Staff General Fabien Mandon confirmed via social media that he held discussions with UK Chief of Defense Staff General Rich Knighton, Ukrainian Chief of General Staff General Andrii Hnatov, and US European Command head General Alexis Grinkevich.

General Mandon stated that security guarantees and their implementation were the focus of a joint videoconference with coalition partners, and emphasized that military coordination has been underway for several months in parallel with diplomatic efforts.

The ongoing negotiations aim to finalize a formal security guarantees document that could be presented to US President Donald Trump. However, it remains unclear whether Russian leader Vladimir Putin will agree to any arrangement involving Western military presence in Ukraine.

According to Bloomberg, European allies are preparing to engage Russia only after securing alignment with the US Other unresolved issues—such as the territorial status of occupied regions—remain major sticking points.

Moscow continues to demand a complete withdrawal of Ukrainian forces from Donbas, a condition President Volodymyr Zelenskyy has already rejected.

Earlier, on January 6, White House envoy Steve Witkoff and presidential adviser Jared Kushner arrived in Paris to join European leaders for talks on security guarantees for Ukraine.
