4th Russian Fuel Plant Shut Down in One Week Following Drone Attacks

A major Russian oil processing facility halted operations on September 25 following a Ukrainian drone attack, Reuters reported, citing two industry sources. This is the fourth Russian oil refinery to halt operations in less than a week.
The strike triggered a fire on the site, inflicting damage on pipelines, storage tanks, and processing units.

Situated over 1,500 kilometers from the Ukrainian border, the Perm processing plant ranks as the seventh largest facility of its kind in Russia by volume.
The plant processed approximately 12.6 million tons of crude oil in 2024, producing various fuel types, including motor gasoline, diesel, and aviation fuel.
Ukraine’s sustained drone campaign against Russia’s largest oil refineries, which Ukraine enacted in response to Russian attacks on Ukraine’s civilian infrastructure, has disrupted Moscow’s energy sector, knocking out roughly a third of its refining output and pushing crude processing down to its lowest levels in over a decade.

On September 25, 2026, the LUKOIL-Permnefteorgsintez oil refinery, one of Russia’s largest processing facilities, was targeted in a drone attack.
Perm regional Governor Dmitry Makhonin confirmed the strike on the region, noting that emergency and operational services were working at the scene.
The plant, which served as a critical component of the LUKOIL group, processed more than 13 million tons of crude oil annually.
