Despite Heavy Losses, Russia Has Failed to Achieve Strategic Objectives in Ukraine, Estonian Intelligence Says

Russia has failed to achieve any of its strategic objectives in Ukraine despite sustaining significant casualties and committing substantial resources to the war, according to the latest assessment by Estonia's Defense Forces Intelligence Centre, as reported by ERR on June 12.

“Despite enormous efforts and heavy losses, Russia has not achieved any of its strategic objectives,” the intelligence centre said in its weekly briefing, ERR reported.

The Estonian assessment noted that the intensity of combat operations declined somewhat over the past week compared with recent periods. However, Moscow continues to reject negotiations with Ukraine on terms other than its own, even as Ukrainian strikes increasingly disrupt Russian military logistics in occupied territories.

The report highlighted contrasting narratives from Kyiv and Moscow regarding the state of the war. Ukrainian President Volodymyr Zelenskyy has publicly called for negotiations, describing the changing realities on the battlefield. Russian leader Vladimir Putin, meanwhile, said he saw no reason for such a meeting, claiming Russian forces control all of the Luhansk region and approximately 80% of Donetsk region while continuing to make gradual advances.

The intelligence centre also reported that Ukrainian forces conducted counterattacks in the Kharkiv, Donetsk, Dnipropetrovsk, and Zaporizhzhia regions. Some Ukrainian advances were recorded near Borova in the Kharkiv region and in western parts of Zaporizhzhia region.

According to the assessment, Ukrainian forces have continued intensive medium-range strikes against Russian military infrastructure and supply routes at distances of up to 300 kilometres from the front line.

The report stated that these operations prompted Russian-installed authorities in occupied Luhansk region to impose temporary restrictions on civilian traffic along the Belgorod–Mariupol and Rostov-on-Don–Simferopol highways. Suburban rail services were also suspended on four sections of the railway network.

Additionally, just a day earlier, Commander-in-Chief Oleksandr Syrskyi said that since the start of 2026, Ukrainian drone units have inflicted losses on Russian forces exceeding the number of troops Moscow has recruited during the same period by 12,500 personnel.

Highlighting the performance of Ukraine's unmanned systems in May, Syrskyi stated that drone operators struck nearly 180,000 confirmed Russian targets, representing a 12.7% increase compared with April.

During the same month, Ukrainian forces destroyed approximately 4,000 Shahed-type attack drones and targeted around 10,000 positions used by Russian drone operators. Syrskyi added that the number of intercepted Shahed drones rose by 27% compared to the previous month.
