EU Chief Ursula von der Leyen Arrives in Kyiv to Discuss Defense

European Commission President Ursula von der Leyen arrived in Kyiv on the morning of July 15 for her 11th visit to Ukraine since the start of Russia's full-scale invasion.
During the visit, she is expected to discuss defense cooperation, Ukraine's accession to the European Union, and preparations for the coming winter.

Von der Leyen confirmed her arrival in a post on X, where she shared a video of her arrival at Kyiv's central railway station.
“Just arrived in Kyiv for my 11th visit to Ukraine in wartime,” she wrote.
According to von der Leyen, the visit comes at what she described as “a special moment,” as Ukraine has gained “strong military momentum,” which she said is changing the situation.
“I will announce new initiatives to integrate our defense industries. So we can produce more, and faster. We will also discuss accession and preparations for this winter,” she said.

Von der Leyen is among approximately ten foreign delegations that have arrived in Kyiv to attend the Ukraine–Southeast Europe Summit, according to Suspilne.
Other participants include Romanian President Nicușor Dan, Moldovan President Maia Sandu, Serbian President Aleksandar Vučić, Croatian Prime Minister Andrej Plenković, Albanian President Bajram Begaj, Slovenian Prime Minister Janez Janša, Montenegro's Deputy Prime Minister for Foreign and European Affairs Filip Ivanović, North Macedonian Foreign Minister Nikola Dimitrov, and Bulgarian Foreign Minister Velislava Petrova.
The visit comes as the European Union is preparing what would be its largest-ever package of individual sanctions, targeting 250 Russian individuals and entities.

The proposed measures would represent the biggest single round of individual sanctions adopted by the bloc and are intended as a response to Russia's recent attacks on civilians.
High Representative for Foreign Affairs and Security Policy Kaja Kallas said that while member states have yet to reach agreement on the broader 21st sanctions package, they expect to approve the individual listings without delay.
Separately, a classified European intelligence assessment has warned that Russia could be heading toward a severe banking crisis as its financial sector comes under increasing strain from the demands of the wartime economy.
