Russian leader Vladimir Putin is rejecting peace negotiations and preparing a significant escalation of the war in Ukraine, defying public optimism from Washington regarding an imminent diplomatic breakthrough, Reuters reported on July 9

According to three sources close to the Kremlin who spoke on the condition of anonymity, recent successful Ukrainian drone strikes targeting Russian oil refineries and shipping ports have significantly angered the Russian leader, hardening his resolve to expand military operations well into the war’s fifth year. One insider who meets regularly with the president described a high probability of a major military escalation in the coming months, directly contradicting recent remarks made by US President Donald Trump.

Following separate phone calls with both Moscow and Kyiv, Trump had claimed that Putin desired an immediate end to the war and that a resolution was closer than realized.

While the White House has not formally commented on the matter, individuals familiar with the Kremlin’s internal deliberations noted that Putin has effectively dug in his heels to achieve his core objective of seizing the remaining sections of Ukraine’s eastern Donetsk region.

Reuters reported that Putin recently rebuked a circle of advisers who proposed a compromise centered on freezing the war along current front lines, reflecting a firm belief within the Russian leadership that his forces will ultimately capture the entire territory.

Kremlin spokesperson Dmitry Peskov reinforced this posture by stating that while Russia remains open to a peaceful resolution, the nation possesses sufficient autonomous capability to sustain the invasion indefinitely.

Concurrently, a senior Ukrainian official stated that Kyiv’s own intelligence assessments align with reports of an impending escalation rather than diplomatic overtures. Ukrainian reports, according to Reuters, indicate that Moscow is actively preparing for new domestic operations and exploring potential military provocations against other European countries.

Western military analysts observe that fully securing the Donbas would likely force the Kremlin to institute a politically unpopular mandatory draft of fighting-age men, a measure Putin has continuously resisted due to domestic political risks, particularly as independent polling shows his approval numbers hitting their lowest point since the beginning of full-scalve invasion of Ukraine in 2022.

Amid these mounting internal pressures, Russian military experts have discussed the prospect of expanding the war to target European infrastructure, including NATO bases located in the Baltic states or Romania.

Jack Watling from the Royal United Services Institute told Reuters that Russia might deploy isolated drone or cyber strikes to intentionally foster political fractures within the US-led alliance over the appropriate threshold for a collective response, rather than seeking an outright conventional war with NATO.

This external dissent could subsequently serve as a convenient domestic justification for the Kremlin to enforce wider military conscription.

The strategic calculations are unfolding against the backdrop of staggering human and economic costs, with the Center for Strategic and International Studies estimating that nearly two million soldiers have been killed, wounded, or gone missing since the full-scale invasion, including approximately 1.4 million Russian casualties.

While the ground war remains a grinding war of attrition near defensive strongholds like Kostiantynivka, former Russian defense officials have publicly advocated for devastating wider infrastructure strikes. Reuters noted that an escalation could manifest as targeted assaults on dozens of major Ukrainian industrial and commercial hubs, including the port of Odesa, alongside manufacturing facilities within the European Union that supply Kyiv with long-range weapons.

The diplomatic disagreement follows US President Donald Trump bypassing a scheduled phone call with Russian leader Vladimir Putin recently, while publicly proposing to enforce a no-fly zone over Ukraine.
