Kremlin Analyzes Trump’s Unexpected Proposal to Protect the Skies Over Ukraine

Instead of making a much-anticipated phone call to Russian leader Vladimir Putin, US President Donald Trump has proposed closing the skies over Ukraine, prompting the Kremlin to evaluate an unexpected change in Washington’s rhetoric, RBC-Ukraine reported on July 9, citing Russian media and Kremlin spokesperson Dmitry Peskov.

Peskov confirmed that the scheduled July 8 communication between the two leaders did not take place, downplaying the missed interaction by suggesting that the US president was occupied with other administrative duties.

In addition to the missed phone call, Moscow is analyzing Trump’s recent remarks regarding a potential no-fly zone over Ukraine, a concept the Kremlin claims has not been raised by US officials before. Peskov emphasized that enforcing such a mechanism would require Western militaries to operate directly within the war zone, which runs counter to Russia’s stated military objectives.

“Previously, there were no such statements,” Peskov stated in remarks, as reported by RBC-Ukraine, adding that “in any case, we are talking about the armed forces of a NATO country operating on the territory of Ukraine. This is precisely what the “SVO”   is being carried out against.”

The Kremlin further stated that it does not view Trump’s parallel rhetoric regarding Ukrainian deep strikes into Russian territory as a deliberate escalation of the war. Instead, RBC-Ukraine wrote, Moscow interprets those specific statements as “misconceptions of the US leadership” rather than a fundamental change in military strategy.

Peskov concluded that the Russian government still needs to analyze the full scope of Trump’s comments to determine how thoroughly the airspace proposal has been developed and which international partners are involved in the discussions.

The discussion follows recent proposals from Donald Trump to grant Ukraine manufacturing licenses for Patriot air defense missiles during a bilateral meeting with Ukrainian President Volodymyr Zelenskyy. The initiative aims to address critical interceptor shortages by localizing assembly lines directly inside Ukraine, allowing Kyiv to bypass international procurement delays and build an independent stockpile to achieve greater defense autonomy.
