Kremlin Strategizes to Frame Potential War Exit as Victory Amid Mounting Internal Pressure

The Russian Presidential Administration has reportedly begun developing a strategic narrative to present a possible conclusion of Russia’s full-scale invasion of Ukraine as a victory.
Kremlin officials are drafting specific propaganda talking points to justify a peace agreement to the Russian public. This comes as the country faces significant military losses and a lack of substantial progress after more than four years of active hostilities, according to The Moscow Times on May 7.

Internal discussions within the political bloc, led by First Deputy Chief of Staff Sergey Kiriyenko, have emphasized the risks of continuing the war. A presentation shared with officials noted that "You have to know when to stop in time."
The document warned that maintaining the current pace of the war would eventually require a full-scale mobilization and a total shift to a war economy. These measures could lead to the exhaustion of national resources, tax hikes, the decline of private business, more frequent drone strikes, and a worsening demographic crisis.
A key part of this strategy involves shifting the official goals of Russia’s full-scale invasion. Instead of the initial focus on capturing Kyiv or changing the Ukrainian government, the propaganda will now emphasize the control of the Donbas, Zaporizhzhia, and Kherson regions.
Officials plan to argue that the "denazification" goal was met simply through the act of combat and the deaths of Ukrainian soldiers. Furthermore, the Kremlin intends to claim that capturing the capital was never part of the actual plan.

The Kremlin acknowledges that ending the war without an obvious triumph could provoke anger among radical "Z-bloggers" and pro-war commentators. To manage this group, the administration plans an "emotional transformation" of loyal influencers. Those who refuse to support the new narrative may be marginalized, labeled as fake patriots, or targeted with legal action for "discrediting" the military.
The administration also plans to manage the return of military veterans by redirecting their energy toward reconstruction projects in occupied territories or roles in the "Africa Corps." Media outlets are expected to highlight stories of veterans successfully reintegrating into civilian life through business and education. Simultaneously, the state may use negative examples of veterans who struggle with crime or addiction to discourage dissent.
For the general population, the Kremlin aims to foster a sense of "normalization." This plan includes public discussions about Russia's future after the war and reports on the resilience of the economy under sanctions.

There are also proposals for a "controlled thaw" in the cultural sphere, which might involve slightly easing censorship in film and literature and reintroducing political humor to television, though internet restrictions are expected to remain in place.
While it is unclear if Vladimir Putin has approved this specific path, the existence of these plans indicates that the Russian leadership is seriously weighing the costs of a prolonged war against the risks of internal instability.
On May 6, 2026, Russia launched a new wave of drone and missile strikes across Ukraine, despite a "silence regime" that had officially begun at midnight.
According to the Ukrainian Air Force, Russian forces attacked several regions, including Zaporizhzhia, Kharkiv, and Dnipropetrovsk, using over 100 drones and three missiles.
In Kharkiv, a drone struck a private home and injured two people, while another strike in the Sumy region hit a civilian vehicle, killing one woman. Foreign Minister Andrii Sybiha stated that these actions demonstrated Moscow's rejection of genuine diplomatic efforts and peace initiatives.
