Nokia and ICEYE to Support Ukraine’s Defense With Satellite Capabilities Under €300 Million Finland Agreements

Ukrainian President Volodymyr Zelenskyy met with Finnish Prime Minister Petteri Orpo in Kyiv on October 22 to expand bilateral cooperation. Following their discussions, Ukraine and Finland signed seven documents amounting to approximately €300 million ($325 million).
The newly established agreements focus on securing Finnish assistance to strengthen defense, transport logistics, and the energy sector during Russia’s full-scale invasion of Ukraine, according to Volodymyr Zelenskyy.
We bring you stories from the ground. Your support keeps our team in the field.
The cooperation agreement places an emphasis on defense technology and energy security. Under the new terms, Ukraine will expand its access to Finnish satellite capabilities through direct collaboration with telecommunications technology giant Nokia and satellite provider ICEYE.

Additionally, the aid will cover practical support, including railway locomotives, critical electrical equipment, and financial resources intended to protect energy infrastructure from attacks.
"Today, we have a continuation of our work with Finland—very meaningful. We are working on specific issues with the government of Finland, with Prime Minister Petteri Orpo. I thank you for this cooperation and for such a level of relations between our countries," Zelenskyy said.

"We agreed that we will use more of Finland's satellite capabilities. This is important for our defense, for Ukraine's resilience. We agreed on this with Nokia and ICEYE. Thank you for your readiness to support our logistics and energy—these are key targets for Russia now, and the fact that we will have more locomotives, more energy equipment, and funds to protect energy will truly support us," Zelenskyy added.
In October 2025, Finland confirmed that its network of more than 50,500 bomb shelters was fully operational and capable of accommodating 4.8 million people, according to government assessments.
The nation's civil defense inventory showed that nearly 91% of the shelters were built to withstand conventional attacks, while 83% included air filtration systems designed to protect against nuclear, biological, or chemical threats.

Previously, European governments considered appointing a representative to negotiate directly with Vladimir Putin over peace in Ukraine following a proposal presented by US special envoy Steve Witkoff.
Czech President Petr Pavel urged Europe to select a spokesperson, noting that Putin refused to recognize the European Union as an authoritative partner and avoided direct contact with key leaders.
European diplomats remained divided over potential candidates, though Finnish President Alexander Stubb and European Council President António Costa emerged as top contenders to represent the continent in future negotiations.
