NATO Opens Centralized Procurement Agency to Ukraine for Faster, Cheaper Arms Purchases

NATO will allow Ukraine to purchase weapons, ammunition, and military equipment through its centralized procurement agency, potentially giving Kyiv faster and cheaper access to defense supplies, the Financial Times reported on October 22.
The arrangement will allow Ukraine to use the NATO Support and Procurement Agency, or NSPA, for a wider range of military procurement.

“It provides Ukraine with the ability to have a more structured framework to leverage a broad range of capabilities that we offer: procurement expertise, support services and access to established industrial base,” Jacqueline Borsboom, the NSPA’s director of support to operations, told the FT.

The mechanism could give Ukraine access to NATO’s existing procurement infrastructure rather than requiring Kyiv to negotiate every purchase separately.
The agreement comes amid recent strains in relations between Kyiv and Washington. Earlier in October, US President Donald Trump announced a deal with the Russian leader, Vladimir Putin, to bring Russian diesel back to US and global markets in an effort to lower fuel prices.
Ukraine has also faced disruptions to US intelligence sharing and restrictions affecting Starlink and its military-oriented Starshield service. Zelenskyy confirmed that intelligence cooperation had resumed after a temporary interruption, while Starshield restrictions continued to affect some Ukrainian military operations.
Following talks in Oslo on October 20, Zelenskyy stated that US intelligence sharing, including information on Russian ballistic missile launches, had been restored. He added that the US Secretary of State Marco Rubio had agreed to work on resolving the remaining Starlink and Starshield restrictions.
