Russia Is Ready for Possible EU Attack, Budanov Warns

Russia has reached readiness for a possible attack on the European Union, Kyrylo Budanov, head of Ukraine’s Office of the President, said in an interview with RBC-Ukraine on July 7.

Budanov made the assessment in response to European concerns that Moscow could move against the bloc within the next several years. Asked whether such a strike was more likely after the war in Ukraine ends or while it continues, he said the Kremlin’s planning had shifted.

“Previously, they drew a clear line—the fighting here had to be finished, and only after that… But now the plans are being adjusted somewhat, so they are ready,” Budanov said.

He declined to give a specific timeframe but pointed to what he described as Russian planning documents that set an early benchmark for readiness.

“In all their documents, they were meant to reach readiness to conduct operations by the beginning of 2027, but again, all plans can be adjusted. In the end, there is not much time left until the beginning of 2027,” Budanov said.

Budanov, now head of Ukraine’s Office of the President after previously leading Ukraine’s military intelligence, has repeatedly assessed Russian strategic intentions.

He cautioned that the documents point to preparation and capability, not a settled decision, stressing that readiness to act does not mean an order to attack has been given.

The warning echoes NATO intelligence assessments reported earlier this year, which identified 2029 as a possible point by which Russia could regain the capacity to strike an alliance country, and possibly sooner.

European governments have increasingly warned that Russia could test NATO or the European Union after rebuilding forces depleted in Ukraine, while Moscow continues to expand defense production and militarize its economy.
