Ukraine has requested an urgent meeting of the United Nations Security Council on July 27 to address recent Russian strikes against commercial vessels in the Black Sea.
Ukrainian Foreign Minister Andrii Sybiha announced on July 22 that Russian forces have attacked at least three civilian cargo ships in recent days, injuring dozens of crew members.

In July 2026, Russian forces launched a missile attack on Ukraine’s Odesa region, targeting port infrastructure along the Black Sea coast and striking a commercial vessel sailing under the flag of Antigua and Barbuda.
According to Oleh Kiper, head of the Odesa Regional Military Administration, the attack killed one person and injured three others, who were subsequently hospitalized. The strike also caused extensive damage to port facilities, including administrative buildings, storage units, and fuel reservoirs, though no personnel working at those facilities were harmed.
During the subsequent emergency response operations, Russian forces conducted a follow-up strike that damaged specialized rescue equipment. Emergency crews avoided casualties because they had already moved to safety in shelters.
This event was part of a series of attacks on foreign commercial vessels operating in Ukrainian ports, including a July 13 strike on a Togo-flagged ship unloading mineral fertilizers that killed five crew members and injured five others.
On July 22, 2026, Ukrainian border guards evacuated all 16 foreign crew members from the bulk carrier Golden Rose after a Russian drone struck the vessel in the Black Sea. The attack hit the ship's stern and triggered a major fire on board during the night.
Personnel from the Maritime Guard carried out the search-and-rescue operation, bringing the crew—consisting of 14 Egyptian nationals and two Syrian nationals—safely to shore. Medical teams received the rescued sailors, and no injuries were reported among the crew during either the attack or the evacuation.
